You will need to disable automatic chrome update in Windows Task Scheduler option otherwise it will update by itself

This hasn't been the greatest troubleshooting experience ever. But i would get someone to professionally handle this.

I'll try a clean install of windows.
Friend I formatted the pc and found out what the problem is. It's not the windows version it's the chrome option path appearance > show bookmarks bar when you deactivate the problem disappears and when you activate it to show the bookmarks below the chrome search bar the problem appears.

disable the favorites sites bar the problem goes away

Yeah, im maybe just gonna chalk this up to being a NVIDIA driver issue. im honestly tired.

Also i tried recording the red artifacts using OBS and Shadowplay and on Shadowplay once i record the red pixels vanishes. Until i stop and pause and resume the video again.

I tried out the 532.03 driver and it works flawlessly BUT when you zoom to 110% you only see abit of those annoying red pixels but they're so tiny and only quite few still only in Chrome. Other than that i'll chalk this up to being a NVIDIA driver issue.

So i downloaded this driver and it works well but the red pixels are there still on the browser still on certain videos and they're only a few now not handful of them so it's probably a NVIDIA driver issue but its not as worse now. I HOPE THEY GET THIS PATCHED!!!

I've been having the same issue recently it's so frustrating.
So far what i've noticed:
It works only in Chromium based browsers, GPU Acceleration enabled.
For youtube videos it only appears on 1080p for me but not on other resolutions.
I am using ASUS RTX 4070, latest brave browser
Version 1.57.53 Chromium: 116.0.5845.114 (Official Build) (64-bit), and latest Nvidia drivers.
The problem also appears on facebook reels.
For now, i suggest you turn off Hardware Acceleration for now & contact/report this issue to NVIDIA Support or in their Game Ready Forums do sure to back them up and they'll check the problem out. They said if it requires you to turn off the Hardware Acceleration inorder to fix the red pixels it's already a driver issue and NOT a codec issue.
