Reducing CPU speed......

If I reduce the CPU speed but not the core voltage,
will the CPU use less power and produce less heat?

Example: Sempron 2200+: 1500MHz (166 x 9) => 1200MHz (133 x9)

Yes but not as much as just lowering the core voltage to start with.
