I have tried changing the registry values mentioned in the linked question to no success.

Why would you want to do this? You just click the icon and the flashing goes away. It wants you to answer something or a new window popped up that you didn't click from the desktop.

They're called alerts for a reason. There's no legitimate reason at all for disabling them.

It's the only answer there is. Alerts are there for a reason and cannot be disabled. Any hairbrained instructions found on the net WILL eventually lead to a multitude of other problems. Just use the OS as installed and don't worry about it.
