Remote Desktop within domain

I have a normal user ie) not admin in anyway, who needs to be able to
remotely control a number of PC's.
So I have added her user account to the remote desktop access, and also
added her to the local Remote Desktop Users group, but when the user attempts
to logon, I get an error saying 'you do not have permission to log on
interactively'.
So i checked the local polices, added user to Power User group and that
still didnt work. It only worked when adding the user to the local admin
group on PC in question.
ANyone got any ideas?
