Question ROG X670E HERO motherboard start light is on but does not post.

Case: Lian Li O11 Dynamic EVO
Cpu: AMD 7950x3D
Cooling: AIO Corsair H150i
Gpu: Nvidia RTX 4090
Power supply: 1200W Thermaltake
Mobo: ROG CROSSHAIR X670E HERO
Memory: GSkill 2 sticks of 32gbs DDR5 6000mhz CL36

Hello,

I've had this build for about a year and a half with very few issues, but as of recent running slow. I opened my task manager and it was listing Memory at 99% usage while the CPU probably around 20%. Unfortunately, I wasn't able to read temps to see if the GPU or CPU was on the higher side but I believe it was running fine since my PC didn't just turn off on it's own. I restarted my PC and it was freezing up giving me different Codes on the motherboard. I got Codes 45, 15, 10, and C5. Now, my PC wont boot at all. The Start and flex Key light up on the motherboard but no power to the fans or the case lights.

Things I've tried so far but still no boot.

-I reseated the GPU
-Switched out the GPU with an older GPU (1080Ti)
-I placed one single RAM into each slot. Along with no sticks inserted.
-Removed the CMOS battery and reseated it.
-Tried pressing the CMOS button on the backside of the mobo.
-Removed front panel cords on the motherboard and attempted to use a screwdriver to power it up.
-I installed the newest Bios onto a USB drive but I don't think it'll matter until my system can post.

Things I have yet to try.
-Reseat the AIO and CPU (no thermal paste on me).
-Test out another pair of ram.
-Test out a new motherboard.
-Test out a new power supply.

Based on what I've tested, can anyone tell me what their thoughts the problems might be? Or what else I can test out? I was thinking to buying new ram first and a new PSU second. If neither works I'd imagine it's the motherboard but if it was truly the motherboard I don't think the start button would light up right? Any help is appreciated!

Thermaltake is the brand of the unit while 1200W is the advertised wattage of said unit. What is the model of the unit? If the PSU's been used in a prior build, how old is the unit?

Memory: GSkill 2 sticks of 32gbs DDR5 6000mhz CL36
Rams populating slots A2 and B2, while fully seated in aforementioned ram slots?

Inspect the CPU's socket for any bent or broken pins and reseat the CPU with the AIO's cooling block merely resting on the processor's IHS, this would require you to have the case on it's side(not upright).

I installed the newest Bios onto a USB drive but I don't think it'll matter until my system can post.
For the sake of relevance, what BIOS version did you try to flash to?

The PSU is as old as the build itself (year and a half). Model is Thermaltake Toughpower GF3 1200W 80 PLUS GOLD

Ram is in A2 and B2, but I've been testing in just A2 or B2

I havent checked the CPU for anything bent since I have no thermal paste to reseat the AIO.

No BIOS has actually been flashed as I havent gotten a post or hint of anything breathing on my PC. But the USB Drive I have Version 2403. Should I prevent having the newer Bios and just start off by the oldest?
