Question RTX 2070 performing poorly. 40fps in Anthem. GPU Usage at 60%. Whats going on?

I have an RTX 2070 and I am getting framerates like 40fps at 1080p on HIGH, not even ULTRA settings in games like Anthem. A RTX 2070 Should perform way better than this (its a 500-600$ graphics card) should it not? I noticed that it says only 60% GPU usage when playing Anthem. My CPU is a Ryzen 5 2600X, I suspected a CPU Bottleneck but I was sure a Ryzen 5 2600X was sufficient. What is happening here?

And yes I have the lastest GeForce drivers installed (They just released a new one with support for anthem but it still runs poorly.)

full system spec? include make and model of the psu?
what the cpu/gpu temp and usage?
new or upgrade? fresh os install?
