Question RTX 2070 Super making insanely loud rattling noises

My 2070 has been making rattling sounds since a few months now but they've usually disappeared after a few minutes after starting my PC. They're now permanent and louder with every day. This Problem doesn't seem to be connected to the Fans or the GPU usage as the rattling continues with no fans or any GPU usage, it seems like a random thing that just gets louder and then sometimes goes silent every 10 minutes or so. Could this be Coil Whine? And did anyone ever have a similar Problem/Sound coming from their Computer and found a Solution to it? Thanks in advance. Sound sample below

You might want to roll a sheet of A4 paper into a cylinder, holding one end to your ear while the other end is used to probe for the source the noise. The audio you've included makes me think it's one of your fans in the case or the PSU. The sound for coil whine is high pitched or a crackling sound. It's best you include a video with audio after you've narrowed down the source of the noise.
