Question RTX 2070 Underperforming, Performs Like RTX 2060

I've had the RTX 2070 for a few months now, there is obviously a performance boost from the 1070ti I had but from all the benchmarks and videos I see. It is underperforming by about 20fps to sometimes 30 fps. Does anyone have any ideas?

My full system specs are in my signature like yours, but the main game i play is COD MW 2019 and i get around 150 on small maps and 120 ish on bigger maps at literally the lowest settings possible at 1080p but from what isee on videos and benchmarks i should be getting more and i just watched a video of a guy with an RX 580 8gb getting the same frames as me?
