I got a new 2080 Ti 2 months ago, and I'm getting like 40% of the FPS I expected.
My setup:
  • CPU: AMD Ryzen Threadripper 1950x
  • GPU: GIGABYTE RTX 2080 Ti OC 11gb
  • 32gb Hyperx predator RAM
  • Motherboard: GIGABYTE Designare X399
  • OS - Windows 10
Does anyone have some ideas about this issue?

What means 40% of the expected FPS? How many FPS you get in what games at what settings and resolution?

RTX hurts badly the performance. Also does Nvidia Hairworks. Most of the games aren't really optimized for running much higher than 100FPS.

I get like 35-45 in rust 2560*1080, high settings
60 in apex legends 2560*1080, medium settings
110-120 (avg.) in fortnite 1440*900, all on low except view distance.
Farcry 5 60 on high settings.

And rust, apex, R6 siege, Farcry often crash.
