This is my current configuration:
Motherboard - MSI B360M PRO-VD
CPU: Intel i3-8100 3.60GHz
GPU: GeForce GTX 1050Ti 4GB GDDR5
RAM: 16GB GSkill Ripjaws DDR4 2400MHz
SSD: 1 TB M.2 NVMe

I want to upgrade my graphics card in particular as it can no longer support recent games like Alan Wake, GoW Ragnarok, etc. I am a medical student so I remain busy most of the time but I do get short bursts of mini-vacations every 3-4 months. I am also tight on money so I just need to make a minimal upgrade at the moment, so that I can play the current games.

My budget is around 30k INR (300GBP), which scenario would be the best? -

(1) Get an RTX 4060 (which version, I am not sure) and upgrade my board and CPU next year with my savings - will my current CPU + RAM work well with RTX4060?

(2) Upgrade CPU (i5 12th gen) + board + GPU (probably RTX 3050 or RX6600)?

Basically, I need to know whether buying 4060 and coupling it with i3-8100 + 16GB DDR4 RAM will temporarily work or not? Or the bottleneck will be too great?

I wouldn't worry about a bottleneck. A faster GPU will allow you to run higher settings and more graphically demanding games. Whether your CPU can handle more demanding/newer games is a fixed quantity if you aren't changing it. CPU sets maximum FPS, GPU sets maximum quality/resolution.

RX6600 now would be a cheaper option and still a big improvement (that is a little faster than a GTX1080)

3050 6GB is a great option for low power systems. RTX 3050 8GB, which is the one you have likely seen in benchmarks, isn't that cost effective, look at the RTX 3060 12GB from that generation.

Another option would be to pick up a used i7-8700/8700k for a decent boost in gaming performance.

So, pairing an RTX 4060 with i3 8100 is doable? 4060 and 3060 12GB cost almost the same to me, so I'd rather prefer buying the 4060. Alternatively, if I absolutely have to, I'd consider an RX 6600 since its pretty cheap in comparison.
Thank you for replying

Intel Core i3-8100 is too weak for NVIDIA GeForce RTX 4060 on 1920 × 1080 pixels screen resolution for South Park: The Stick of Truth. This configuration has 50.4% of processor bottleneck .

Bottleneck calculators and four quarters are worth a dollar.

Now, it won't be using all an RTX 4060 can do, of course, but it sounds like that there would be upgrades in the future. Honestly, the primary information I'd need to make a recommendation would be the *exact* power supply. Buying a GPU without knowing the PSU is the equivalent of buying a home without an inspection.

Haha you are right. I have a Corsair VS450 right now, but I think I can afford a new PSU. That was gonna be my next question lol. The thing is, I have TIME right now, to play high end games like GoW Ragnarok, Alan Wake, Black Myth, Tsushima etc. and its the GPU that's limiting me at the moment. So I wanna get a GPU - should be future proof for some good time. I will definitely upgrade my CPU and Board in like 10 months time. So what's the best for the long run. (300GBP budget)

With a VS450, the RTX 4060 is about as high as I would go. With a 300 pound budget you could maybe squeeze in a PSU for another 70-80 pounds. RM650, MSI MAG 750W PCIe 5.0, and the like.
