Question RTX 4080 sudden spikes in clock speeds and usage

Hello, I noticed that even when doing minimal stuff like discord sharing or even doing nothing at all
My gpu clock speed and usage spikes so hard for a sec as you can see in the image below

and I think this is why I'm getting fps drops even in light games like league or overwatch

my system:
OS: windows 11 last update
Nividia Driver: last update ( I just DDU'd and nothing changed )
GPU: RTX 4080
CPU: 10700k
Mo: Gigabyte z470
powersupplay: seasonic 850+ gold
NZXT Kraken z73
32 gig 3200mhz ram

Try looking in your browser for "allow to run in the background" and also turn off the slider for "hardware acceleration" . See if that helps.
