Run Chinese Program

I want to run a chinese program on my English Windows 2000
Pro, but when I click install, it cannot display the
chinese characters correctly.
I already set up in the "regional setting" in Control
Panel, but it still cannot display the chinese character.
It can only display in IE.
Can anyone solve this problem?

use "Chinese PRC" in regional language setting. and you must restart your pc to take effect. try different chinese version.
