Question RX 570 8GB vs. RX 580 4GB

I have both of these cards, but I am deciding which computers to put them in.

Is the RX 580 with 4GB going to outperform the RX 570 with 8GB in everything, if all other things are considered equal.

One of them is going in an i7-8700k system with 32GB DDR4 ram. Whatever computer the other is going in will be much weaker, likely an i7-4770K OCed to 4.4 GHz.

Are there games where the extra 4 GB of video ram in the RX 470 will make a difference, maybe GB3? Or will the RX 580 with less ram just beat it, and compensate with system ram?

Pairing the RX 580 with the 8700K creates less bottleneck and makes more sense, but
I am not sure the 580 will be put to full use in that system.

Games played on the i7-4770k or even i5-6600 in mt lab might end up playing more demanding games. But will the lesser CPUs playing games be able to notice the difference between the 570 and 580?

At what point does a bottleneck not matter and a better graphics card is just better?

I do not think she is going to play any demanding games. The Diablos, Halos, and older games like Titan Quest and Grim Dawn, etc., and eventually Baldur's Gate 3. 1080p gaming. What is the difference in power consumption? The 580 seems twice as heavy and the 570 with more ram, but I read that more ram means more power.

I guess I am looking for a reason to give her the 570 and have a clear conscience, but the 580 seems like a much better pairing with an i7-8700k.
