Question RX 580 deteriorating Performance

I dont know when it exactly began because i did some things and got lost in it. So a month i did a userbench test with my GPU scoring 74.4% with the 19.2.3 driver, after i came back a month later i downloaded the 19.7.1 ver. which made it score just 73.9%, then i reverted to 19.5.2 and it ended up even worse with 73.4%, i also notice worse perfomance in games like occasionall stutter and worse FPS, i also deleted the AMD folder that was 7GB big and had old driver installs, did that frick it up?

Ryzen 5 1600
2x4GB 2400mhz
WD Blue 3D NAND 500GB
Win10 Pro 64bit
 
Do you know how long your RX580 has been used? If you don't know, it might have been a long-used unit and may be nearing the end of it's lifespan; stutters and decreasing framerates also signal that. I do have a newly-bought ex-mining Sapphire Pulse RX580 8GB as well, but it also seems to be deteriorating slightly in a month's time; I ran a test a week ago at https://www.userbenchmark.com/UserRun/18220253, and again just now (https://www.userbenchmark.com/UserRun/18423234; just look at the Graphics Card slot, shut up about the other parts), registering a 73.5% to 70.7% (or 70.8%; I ran another test shortly after that), and my screen does sometimes flicker as well, though I usually blame my power supply since I'm using a 2 Molex to 8-pin Adapter, meaning it's probably power-deprived, especially since I'm operating on Boost Clock (factory overclocked; I have not touched anything over 1366Mhz). It does seem to be performing as per expectations in UserBenchmark's database, so it should be fine for now.
 
The card was bought new and is used for half a year, i think i solved it because in radeon settings i had things set to emulate to 1440p, games stutter was caused also by having too much fps which were dropping s lot (from 200 to 170 and so on in BF3) i turned on Vsync and it all went away, i havent done a userbench yet
