I do not know if this is normal but there are temperature jumps of 10c at rest every 20-30 seconds when I overclock it in 4ghz 1.35v I tried other parameters but it is the same. (I am in high performance min cpu state 5% and max 100%)
I do not know if it is normal at rest however it is stable in games ???

Most cpu's act like that, If you idle at ~35 and do benchmark it's instantly 50. 2'nd Ryzen is very performance-oriented configuration and it spikes very aggressively. Is not able to do multiple ramps like intel does, so it goes to turbo speed instantly. 3'rd gen where they were in lead already, configuration is less paranoid.

TLDR: normal, carry on.

Yes, normal as Ryzen is pretty twitchy because it reacts to loads fast.
