ryzen 3 1200 voltage fluctuation in cpu-z overclocked

hi everyone, im using a ryzen 3 1200 overclocked to 3.9ghz and 1.35 volts and im using a asrock fatal1ty gaming k4 ab350 motherboard 16gb of ddr4 3000 ram. whats going on is the voltage sometimes fluctuates in cpu-z kinda weird considering im overclocked and set to high performance in windows.
 
hmm.. ive got my 1600x oced to 4.0 at 1.325 and in cpuz it always says 1.328 volts ive never had it fluctuate and but i have heard If C-states are enabled it can change the voltage and freq to help with temperates
 


so should I go into the bios and disable c-states? im not worried about temps cause im using a aio cooler to cool my cpu which is working great. its the corsair h60
 


i would try that to see if it helps the problem
 


lol my motherboards bios doesn't allow c-states to be changed I guess cause I cant find it in the bios.
 


i dont have any other suggestions mine does the same thing but it doesn't change the voltage only the core clock
