Question Ryzen 5 4500, MSI b550a-pro, 2x16gb HyperX Fury, GTX 1070

Hi new here,
I have been having issues with the current setup, Ryzen 5 4500, MSI b550a pro, 2x16gb ddr4 Hyperx Fury and GTX 1070.
I bought the components new except the GPU, but after installing windows 11 it kept on freezing and showing exception 0xC0000005, I got another MSI b550a-pro and it was the same, after installing windows 10, it still is slow/stuttering or completely freezes in games, but the pc never blue screens or crashes. I tried several bios versions, different RAM and configurations and even a new SSD. But still nothing changed.

Not a great PSU, quality wise. Do you have access to another PSU and GPU to test?
So unfortunately it didn't work, I have changed PSU and even tried another GPU, but it still freezes and after that it is extremely slow even tho the CPU looks like it's working fine, so the only part I have not tried is the CPU, but I don't have another. Can the CPU be the problem? What are the symptoms of a failing or a broken CPU?
 
Have you tried a CMOS reset, to clear out the motherboard settings? Is bios up to date? Did you do a fresh install of windows, by actual reformatting your drive from scratch?
I have tried, resetting, updating and even other bios versions, I installed a fresh windows, and I have formated the drivers through CMD: diskpart, select disk, clean
 
So you didn't format the drive using the Windows installation media?
Sorry for confusion, I do it after a clean it through CMD, after clean a still click the format option on windows install media.

But I give up, I am right now on my way to RMA and I will get my money back, because clearly somethin is wrong with one of the components, and I have been trying to get it working the past 4 days. It is frustrating.

I just thought of something else. How old are your windows install versions? Back when I had first built my AM4 I used the same installer that I used on my 6700k, and it gave me nothing but trouble. I updated my install version to the latest version at the time, did a full reformat with the windows installer and installed again. My problems went away.

I have created it using windows creation media tool, and I have used the most recent version of installer. But it still caused issues. The other 2 PCs I have for sale right now I installed using the same USB and they work fine.
 
Possible you have a bad cpu. Very rarely see that, remember once seeing an old fx 6100 or 6300 go bad and it would randomly blue screen. I think it was due maybe to the stock cooler not working well enough? I just know once the cpu was swapped and a hyper 212 cooler installed, it was happy after that.
