Question Ryzen 7 7800X3D NZXT B650e N7 not booting

My friend just built a new system, Ryzen 7 7800X3D, NZXT N7 B650e, 64GB DDR5 6400MHz, RTX 3070 1000w psu.
We got it all together and it doesnt boot. its stuck on CPU and DRAM LED, We tried resetting cmos, updating bios, different ram configurations and loosening the AIO. Is the mobo dead?

Could be but more likely something is not connected properly or missed. Could be something very simple or damaged socket. CPU has built in IGPU so I would try without GPU.

Lol. Yeah, in my Ascrock MB manual it says that first start may take couple of minutes or longer. It turned out that "or more" was about 5.
