Is it true that samsung 990 pro with heatsink or without works good in a gigabyte b450m ds3h v2?

It works same in all MBs with PCIe 3.0. Without heat sink it would not heat as much as in PCIe 4.0 motherboards so heat sink wouldn't help any.
