Sapphire HD 7970 6gb voltage way too low??

Hello,

I recently got a sapphire hd7970 6gb vapor x and wasn't impressed by its performance so I looked into overclocking it and eventually ran into the GPU Z utility to monitor it's statistics, and I realized that it's apparently only drawing .875 vddc ??? I'm pretty sure its supposed to be anywhere from 1.1 to 1.25, so is there something seriously wrong? Is it fixable? I have a very nice system with a 1500 watt psu, i7 3930k, asus x79 mboard. Please help, I've been trying to figure this out for a while

Oh trust me I have, I've ran it in skyrim ultra detail, and tried the furmark benchmark and it stays the same, even reads that its only drawing .875 in the benchmark. it doesn't go up or down.

msi is actually the first program i tried for real overclocking, but the voltage option for my 7970 is locked. I tried using trixx because the voltage option isnt locked for me on that, but i also think that the voltage adjustments do not work, so i guess I can only overclock my card as much as the stock voltage will let me, which isnt very high. I thought the whole point of the vapor x series was to allow more stable overclocks? I ran the msi kombuster benchmark and it gave me the right voltage reading of 1.25 vddc, but i also only got 6fps on the test, i thought the 7970 was supposed to be a great card? apparently not. $600 down the drain.

I just ran it to see if it would give me a voltage reading, and I've both went under settings to unlock voltage control, and i edited the config file, doesn't do a damn thing. It might not help that it's saying my card is an msi 7970 lightning instead of the correct radeon 7970. I'm getting sick of this lol
