Question Screen going black temparily in fullscreen and window popping in windowed mode [RDR2]

Recently i've noticed when playing RDR2 in windowed mode the window will dissapear and the reappear with the application sliding into the toolbar/taskbar (whatever it's called) as if it's just been opened. In fullscreen or windowless it goes black for a few seconds (I have two monitors, only the game monitor goes black). What's causing this and it only started a couple days ago.

My specs:
CPU: AMD Ryzen 7 3700X,
GPU: AMD RX 5700XT 50th Anniversary,
Drive: Adata SU630 960GB,
Memory: Corsair CM4X8GF2400Z16K4 2x8GB

In the past i've had issues with screen going black and not returning before reboot and PC restarting - all while playing games.
So far I've tried lowering my settings from a mix of high and ultra to low to no avail and restarting etc.

I pulled up OBS to demonstrate what I mean but it just goes black in the recording (weirdly on both screens despite visibally the window disappearing (showing my desktop) and reappearing with a clear popping effect. Video Evidence I can send a recording from a phone showing how it appears to me if this'd help and my PSU is
CORSAIR 650W VS SERIES™ VS-650 POWER SUPPLY,

Any help and advice is greatly appreciated!

I've also tried unplugging one monitor as I thought that could be the cause (trying to jump between monitors) but nope. :/
