Question Screens flick and glitch while idle

Normally after a few minutes without running any game, in Chrome or on the desktop, the screen flashes (like when updating the GPU driver) and flickers a few times and then stops, but sometimes there are some glitches. As you can see in the video, these things usually happen when the GPU usage goes to zero.

Note: My drivers are up to date, I have already changed the power management in the Nvidia panel to maximum performance and I have already disabled MPO.
 
Up to date drivers are good.

However, that does not mean the the up-to-date drivers are not buggy and/or corrupted.

First, manually download, reinstall, and reconfigure the drivers. No third party tools or installers. Ensure the drivers are direct from the manufacturer's website. Just because the manufacturer's name appears in the URL does not mean the website is actually the manufacturer's website.

Second, run the built in Windows troubleshooters. The troubleshooters may find or fix something.

Third, run "dism" and "sfc /scannow" to further look for, find, and fix possibly buggy and/or corrupted Windows files.

If the glitch problem continues then the next step is to look for related errors and problems.
