Screensaver wait time does not work properly

Running Windows XP. Everything appeared to be working OK a month ago.
Recently, if I set the wait time to 1 ( or even 5 ) minute in the
screensaver window, when the computer sits idle, the screensaver comes on in
about 13 minutes! Once screesaver is activated, and you move the mouse ( or
hit a key ) it takes about a minute to come out of it and back to the desktop.

Any ideas on how to fix, or what to look at??????????????

Add more memory to your system.
Defrag your hard disk..
Run fewer programs...

or just use some other (non 3d) screen saver.
