Second Monitor Webcam

Hey guys,
I'm currently using a laptop with a second monitor hooked up to it via hdmi. This external monitor has a built in webcam, but for some reason it never appears on Skype or similar programs. Any help with be great.

Is the USB cable for the monitor connected as well?

If it is, does the webcam show up in Device Manager?

Does the webcam show up as an option in the options menu of Skype?

There is no usb cable for this monitor (asus vk222h)
It doesnt appear on either. It used to work when plugged into my girlfriends pc

I'm reading the manual and it says there is a USB cable for the webcam - http://dlcdnet.asus.com/pub/ASUS/LCD%20Monitors/E3621_UserManual_VK221_222_Series_English.rar
