Question Shift key acts like it is being held down, whether or not a keyboard is plugged in ?

In addition to the title, I tried the issue on multiple keyboards, same deal. When I open on-screen keyboard shift is being held down and I can not unclick it. When a keyboard is plugged in, Every key on the row where shift exists on; "zxcvbnm"and the keys on the same row where numberpad is; every key on that row does not work, keypresses does not show an input.
I tried stopping Uninstalling the keyboard driver, didn't work. I stopped the HID service thing, Does not work. Yes I tried different ports, Same result.

I'm on windows10 22h2

My thought is that the problem is within some app, game, utility and returned when the software was reinstalled after the fresh Windows reinstall.

Does the problem stop if you disable the on screen keyboard?

Note: Skip registry edits for now. And do not download any software claiming to fix the problem.

Look in Task Manager, Resource Monitor, and Process Explorer (Microsoft, free) for any unknown or unexpected processes etc. running on the build. Possibly being launched during start-up or triggered thereafter via Task Scheduler.

Look carefully and google for things you do not recognize or are otherwise unexpected.

Could be driver related: especially if you used some automated driver app or utility. Try manually downloading drivers directly from the applicable manufacturer's website. Reinstall and reconfigure as necessary. No third party tools or installers.

Overall objective being to discover some potential culprits....
