Update the post to include full hardware specs and OS information.

Include PSU and disk drives.

Make and model keyboards?

Do the keyboards work correctly on other computers?
Yes keyboard works correctly with other pc. Also updated pc specs.

Hopefully just some configuration error of commission or omission. May take a bit of effort to find the culprit.

Things to try:

1) Run the built in Windows troubleshooters. The troubleshooters may find and fix something.

2) Check settings and configuration via Accessibility > Keyboard.

Also Time & Language > Typing.

3) What games are being played? Could be that the SHIFT key has been reconfigured for some other purpose.

4) Any gaming tools installed - if so: uninstall.

5) Delete any installed keyboard drivers. Just use the Windows drivers to determine if the problem ends.

After fresh installation, he didn't install any games.

No games, no keyboard/mouse utilities, etc.. - correct.... ?

Double check that no keyboard or mouse utilities are being launched via Task Manager > Startup or triggered via Task Scheduler.

Just use the native Windows 10 keyboard drivers.

= = = =

With a fresh installation another thing you can do is to run "dism" and "sfc /scannow" to find and fix corrupted files.
