Hello! I've been wondering if an external SSD would be good enough for games on my PC. Currently, I have an internal HDD that runs at about 120-140 Mbps read/write. Online, I found an HP P700 external solid-state that states it can run at 1,000 Mbps read/write. Should I get it, or will there be limitations due to it being USB 3.1?

No. You shouldn't buy an external hard drive for games. Games are easily replaced.

Yes, you should buy an external hard drive, for backup of everything that isn't easily replaceable.

It is not 1000Mb/s it is 1000MB/s.
Is your usb port gen 1 or 2?
