I am getting a new pc next year in spring and I am considering buying the 3070 as it is a very powerful card and I think it will suit my cpu (3700x) and, most importantly, my budget. My issue is should I buy the gpu as soon as it comes out in october? I am not sure how the prices will change later as I live in Croatia, Europe and prices are high here. So yeah, the question is, should I buy it asap, and if so, where would I get it for 530€, the marketed price for Europe.

If your planning on bulding your PC next year then wait and save up abit more and get 3090 and do not buy ASAP if your not planning on using it right away that way you can save abit more if you like. These are new Cards so dont expect them to go on sale this year or early next year maybe when they dicide to bring out new GPU again in future.

Prices on graphics change quickly, and give better price performance.
Wait; who knows what intel or amd are going to deliver to compete.
And, your question is moot; the card is not yet available, the price is unknown, and there is likely to be a shortage of supply.

Your assumption that a 3700x is going to be a good processor to buy next year may not hold when the intel 11th gen desktops arrive,

I highly doubt that ill be able to save up for a 3090 as I am currently only able to afford the 3070 based on the prices nvidia said they will be sold for.

I was thinking that new cpus at that time will probably be out of my $1500 budget. I should have clarified that the only reason I trust that the price will be 529 is because the confirmed US price is 500. I was thinking of buying it asap exactly because of supply shortages. Would that be a bad idea, and if so, why?
Should I perhaps wait and see if higher end cpus will drop in price due to competition as well?

There is a difference between what the manufacturer sells an item to a dealer for and what the item actually sells to the public for.
They are not price controlled.
If an item is in short supply, you will see high price premiums.
You will also see price increases if an item is a particularly good performer,

If you are thinking of a 3090, you need to have essentially a unlimited budget.
Even the 3080 cards are supposed to deliver past 60fps on a 4k monitor.

I would not buy a gpu now for it to sit unused for many months. Firstly you are just wasting the warranty. Secondly if it turns out to have a fault from new it’s likely to take longer to resolve. You may find the store will allow you to return if a few months old but any older than that you may be forced through RMA with the manufacturer.

Its not clear from your question if you have computer already which you will upgrade next year, or if you don't have a computer at all.

If you don't have one. There is zero point buying tech now to sit and do nothing.

If you have one already and are wondering if its okay to upgrade the GPU now and the CPU later. Sure, it won't be a problem, unless other components, like case and PSU aren't a match

This has to be the dumbest advice ever. A 3090 is total overkill unless you are going to be gaming in 8K and will also require a power supply upgrade for most people. The OP said he lives in Croatia where prices are higher, so what you suggest is probably not going to be within his budget.

What am saying that if he planning on saving up and buliding the comp next year he could go with 3090 but thats his choice

A 3090 is 3 times the price of the 3070. Do you need a 3090. Watch out for all the reviews after release date and stay open minded, do not get caught up in the hype, it's NVidia hype after all, time is on your side. Don't forget AMD have yet to release their gpu offering and depending on how good or bad their release is it may effect the GPU landscape.
