Question Should I get a new motherboard or CPU?

I'm having an issue in some games that are more graphically taxing (battlefield 5, GTA, etc.), where no matter what quality setting every 30 seconds or so I drop to 15 or less fps. Playing battlefield 5 on ultra graphics settings is beautiful and I'm getting about 90 fps I just wish it would stay like that. According to pcpartpicker.com my motherboard and cpu aren't compatible, though I've been using them for a while together and until I got my new graphics card this hasnt been an issue. I don't think it is a graphics card issue because the problem persists no matter the resolution, graphics setting, or driver I'm using. So, in the case that the issue is because of my motherboard/CPU clashing, which of the two should I upgrade?

System Summery:

Motherboard: MSI 760GM-P23 (FX) Micro ATX AM3+

GPU: MSI Nvidia Geforce GTX 1660 ti 6GB Ventus XS OC

CPU: AMD FX-8350 4 GHz 8-Core Processor

Physical Memory: Corsair Vengeance 16 GB (2 x 8 GB) DDR3-1600 Memory

I'm not great with computers so I don't know if theres anything else I need to provide. Please let me know if I forgot something crucial to add!

Thank you all for the help! In the process of trying to find a good cpu upgrade i'm finding more and more compatibility and outdated technology issues. It looks like I'm going to have to replace the CPU, because it is old, the motherboard, because it is old as well and a "new" cpu that works with it won't have the quality I need. I also will need to get new DDR4 RAM which is a big bummer because I just got these new sticks for Xmas ¯\(ツ)/¯ .
Here's what I'm looking at; Again thank you for all your help and if I'm able to ask for any more of your time please tell me what you think of this build.

Motherboard: MSI B450 TOMAHAWK ATX AM4 Motherboard
GPU: The same 1660 ti
CPU: AMD Ryzen 5 2600X 3.6 GHz 6-Core Processor
RAM: Corsair Vengeance LPX 16 GB (2 x 8 GB) DDR4-3000 Memory

It sounds like the cpu is bottlenecking at certain points in the game the fx line of CPUs just isn’t fast enough for modern gaming. It’s per core performance is abysmal
 
While I agree you should probably start saving up for a new CPU/Mobo/RAM setup the fps drops lead me to believe something else is going on.

What are the thermals of both your CPU and GPU while you game? You can use MSI Afterburner to monitor your GPU and honestly Im not sure of how to monitor the FX series CPU temps. But you may want to start by reapplying thermal paste to the cpu and remounting the cooler.

What are the thermals of both your CPU and GPU while you game? You can use MSI Afterburner to monitor your GPU and honestly Im not sure of how to monitor the FX series CPU temps. But you may want to start by reapplying thermal paste to the cpu and remounting the cooler.
Can use hardwaremonitor to check temps or possibly cpu or gpu z

GPU is not in line with other components,1660 Ti is very recent, you are using a previous gen hardware.

Since your motherboard only supports DDR3, you definitely need to replace that, including the CPU and RAM. You should have asked professional PC builders first before buying your system.

I do agree with the cpu needing to be faster and more recent however my system uses ddr3 1333 and I don’t get stutter or anything and I play games high to ultra in 4K, I don’t think it’s the rams fault for that.

You should have gone for the AMD Ryzen 5 or 7 CPU with DDR4 8GB Stick RAM 3200MHz and a B450 Motherboard for overclocking if you are into that.

If you bought your hardware years before the 1660 Ti, you must look for compatible CPUs both for your motherboard/RAM and your GPU.

But the CPU is (the fault). The reason why I said that is because the latest processors does not support DDR3 which makes your CPU limited to the old gen ones. He could just go for a not-that-old Intel Core i5 or i7 4th gen CPU instead, that will work.

GPU is about 40-55 Celsius. CPU is incredibly high: 255 Celsius. which makes me really think its a cpu/motherboard issue and not the graphics card

That is not the correct CPU temp, what program did you use?

You must use AMD Overdrive to measure the thermal margin on the CPU, stuff like CPU-Z, HWMonitor and others give incorrect temps on the FX CPU's.

Also @sizzling is correct, your motherboard doesn't officially support your CPU which is part of the problem as well.

Anyways if you have the budget to go with the Ryzen 2600/3600, B450 MB & 2x8gb @3200mhz you'll see a big improvement over your current system. If you do an upgrade like this though you will need to do a clean installation of Windows as previous motherboard drivers could cause poor performance on the new parts.

It’s highly unlikely replacing the cpu would fix that particular issue cpus don’t get old in the same way a engine in a car gets old . It’s all solid state there’s no moving parts. So if anything I would agree with others that it’s the motherboard causing issues but I still think it’s just because the cpu can’t keep up with some spots in the game I had a a10 5800 (basically same cores)I realize that’s only a 4 core as aposed to a 8 core but it had that issue in some games the fps would be fine until it need to load some of the game in and I would get a big stutter.

I was looking at upgrading those before I saw your reply and you've basically listed exactly everything I had chosen. The one difference is the 2600/3600 vs the 2600X/3600X which I might be going with. Is there an enormous difference? And would the Ryzen 5 be a good choice? (more in line with my budget)
