no, the GPU is still pretty much capable
for your target, the 1070 is already enough for this kind of thing
although i have better suggestion:
hold your horses and stick with the GTX 970 (and the lower setting) for a bit more time
Volta's coming next year, and u can have a decent performance leap after this
if u still insisting on wanting to play Max settings @ 60 fps, as i said above, either 1070 or u can try to find a RX 580
To my knowledge, Volta is workstation GPU's is it not? I don't believe these GPU's are meant for gaming or consumer usage, they may be but I haven't heard much about it

the consumer GPU is heard to be released next month so yeah, that's why i said next year mate

but from what i know:
1070 can run almost everything at max settings @1080p
the 1080 is 25% more than 1070, so it should be more than capable [but at the case of lower resolution, it'll turn into a CPU-bound problem, especially on CPU-intensive games (big maps, lots of texture and stuff)]
1080ti would be an overkill + it'll already turn into a CPU-bottleneck in this case imo
i suggest u stick with either 1070 / 1080 for 1080p and go to 1080ti when u're planning to play on 1440p++
[even if ghost recon wildlands can only run ultra@1080p with 1080ti, i won't justify the extra 200$ for the GPU]
