Slow 5 Meg connection??

I have a 5 meg contection through Charter Comm. Within the past two months my service as been spotty. Upon checking my speeds using speedeasy.com and bandwidthplace.com, I get anywhere from 1.5 up to 4.5 meg download speed. I get these speeds at different times of the day. There is no preference as to when it gets sluggish. I have replaced my ethernet cable and cable modem(Motorola Surfboard). I have tried using both onboad lan and a add on card. Never at same time, always disable one. I check my speeds both of IE and Firefox and still get same results.

I have called ISP several times and after spending several hours with customer support changing various settings, it still is the same. CS thinks it might be an IT problem. Any suggestions. Sorry for the length but trying to give most info available.

Would you be able to try a different computer? That or a new modem are about the only things left to try on your end. Even so I'd be willing to bet that it is something on the ISP side. The line going to your house might have degraded or there may be a problem at their nearest relay station or something. My DSL connection started going funky like that, from 2.6mb to .8mb. I later found out a car hit the telco box my connection was fed through.
