Question Slow download speeds when not in safe mode, anyone know why?

So I just got some new fiber internet installed hooked it up to my computer should be getting 600 down and 350 up. But when I tested I was getting about 10 down and 340 up. So I decided to try the speed test while in safe mode and as soon as I did that I got 590 down and 340 up. So I would assume that means there is some setting or some software/application that is messing something up. Does anyone have any suggestions on how to test exactly what is causing the problem? I guess I could do a complete windows restore but I really would rather not. I mostly only have games on this computer with not much else, I have things like ccleaner and some anti virus stuff too but I don't think that would be doing anything. Plus when I check task manager and look at network usage there is hardly any which leads me to believe even more that it must be some setting on windows. If anyone could offer any suggestions I would really appreciate it.

You've already suggested the best solution. There is thousands of potential reasons why this happens, so reinstalling Windows seems to be the best alternative.
