The function of bins is murky but often impact ram.
Or, they could be spares or control features that you don't use so no impact.

Top down view is not ideal for spotting cpu socket pin irregularities.
You have to make photos from different sides/ different angles to spot bent pins.
seconding @Lutfij , if it ain't broke don't fix it, if it is working it's not a problem so probably best to leave it aloneI thought it was thermal paste.

You should be able to carefully clean that off.
Just make sure, you do not accidentally bend any pins.
