I have an old pre-built
CPU: FX8350
GPU: AMD RX 480 4gb ram

My budget is 300-500 dollars. I want to be able to stream, and handle games like Path of Exile to Fortnite at 144fps preferably, and be able to stream. I also like to do music and video editing on the side. I'm assuming a motherboard, and CPU upgrade and maybe cooling upgrades the way to go? Any ideas?

I'm not sure the B450 you selected will work out of the box with Ryzen 3000. The B550 will work and is in stock. This PSU is vastly better than the CX.

I take it that means you would reuse one? While the 3600 is faster, it would also require a different motherboard that works with the 3000 series out of the box. That would change it to something like this.

Getting something along these lines, you start off with overclocked 3600Ghz 16GB memory with room for 2 more if you use heavy editing software, a 12t/6c ryzen, intel NVME, room for a m.2 wifi chip without using a PCIe slot, and also room for ANOTHER gpu later on as well as the included 2060.

All coming in at just under 1100, add 100 for a bigger RAM kit if you are set on 32gb, and another 100 for a storage hdd if needed.
Has a 850w PSU that should be able to handle 2 GPU like the 2060 too

Case/CPU cooler is all down to your taste, as long as its ATX size compatible

Edit: I just remembered, you cannot SLI with a 2060, but if you could upgrade to a 2070 or higher you would gain that option

That is not the ryzen 5 1600 it is on the 12 nanometer process so it is basically a 2600 and if you don't get an ssd the system will run very sluggishly.

So should I do the 1600? Will it still handle 1080p streaming without in game performance lost while running like 5 chrome tabs? && Just save some money? Or maybe get a little better ram than what he suggested. Everyone suggests the 2600, I didn't even know about the 1600. The 1600 is an older generation?

The 1600 that was in my first suggestion is the 1600AF which is a slightly lower clocked 2600. Clock for clock it is slower than the 3600 by about 15%, but still is 6c/12t and can handle gaming and streaming at the same time. You can use the money that you save on it vs the 3600 for getting a new GPU in the future.

It may be a while before I get a new GPU. I forgot to mention, I want the motherboard to be able to handle the next few am4 CPU releases and handle them. Now if the motherboard with the 1600 can handle upgrades, and I just pair it with a gpu better than my current rx480 for maybe slightly higher price than the 2600x I'm fine with that
 
AMD has said that B450, X470, B550, & X570 motherboards will all support Ryzen 4000 series. Odds are that the 4000 series will be the final AM4 CPUs and after that they will go to AM5 for DDR5 RAM.

The MSI motherboard in the 2nd build is better than the cheaper Gigabyte board. Mixing that with the either the 1600AF or 3600 will be a good mix for a long while.

I cudnt find the corsair rmx 650 watt PSu version, if u get the corsair rmx 650 or 750 watt version, go for the cheaper one...

You cannot use the new RAM in the old setup just like you cannot use the old RAM in the new setup. DDR4 is not compatible with DDR3. It isn't even possible to install the DDR4 into a DDR3 slot.

The 2 different RAMs are basically equal so going with whichever is cheaper is what I would do.
