[SOLVED] [SOLVED] CPU Heating Issue

Hello everyone,

I am experiencing a strange heating issue with my Intel i7-4790k.
When, and only when, I have the 'maximum processor state' set to 100% in the Windows 10 advanced power settings, the CPU gets as hot as 90 degrees C, both when playing a game and when idling on the desktop.
If I set the maximum processor state to 99% or lower, the CPU instantly cools down to degrees in the 60's. I am also not overclocking the CPU and had tried reseating the CPU and the heatsink.
All my software is also up-to-date.

Does anyone know a fix for this?

The TIM inside the cpu may have been dried, or in the base of the waterblock, best is to replace the thermal paste on the cpu, or delid your cpu apply liquid metal on cpu die and ihs, put it back together and apply thermal paste from ihs to waterblock.

Never mind. I just found out I had the water cooler on it's lowest setting ever since I got it.

99% already sets CPU at it's base frequency and kills all boost so no wonder it stays cooler but lowers performance. Fixing cooling is only practical way.
