Question Something is limiting my upload speed

I have 500MB download and upload. In my own PC, I get 500MB download speed and 120MB upload speed but in my brothers PC, he gets 500MB in both. What could limit my upload speed? Any idea?

My router settings are default, I didn't change anything, network adapter is this , my disks are this , Windows is installed in ST2000DL003-9VT166.

I used CrystalDisk and this is the result. HDD performance and SSD performance.

84% is not too good for the OS disk, try to free up space.

We both connected in the same router using ethernet cable. I used speedtest.net to test. My result: https://www.speedtest.net/result/13674887513

Make sure you are both using the same test site.

We are using the same test site and I swapped ethernet cables and I tried 3 different ethernet cables and the problem is still there.
