Question Something wrong with my 590?

Guys I just bought the NITRO + RX 590 SE Sapphire from Canada, i live far far away and a friend sent it to me.
My specs are:
CPU: i7 4790k
PSU: CM Vanguard 650W GOLD
HDD: 7.2k RPM WD Blue
MB: H81M S1 Rev 2.1
RAM: 2x8 GB DDR3 1600 Mhz

I played a few games, i tried GTA V on ultra, got around 30-40 fps, Metro Exodus on ultra and got around 30-35 fps. Then, Rainbow Six Siege on ultra and got around 30-40 fps as well.
I have downloaded PassMark and have gotten 8872 score, and it says that the average for my GPU is 9341.
So my score is somewhere in between the GTX 1060 and the GTX 970.
Also i can hear a beeping sound, or screeching like, and from what I can guess is something called a "whine coil"?
I have updated to the latest driver and everything, checked if everything is powered and in it's place correctly.

What kind of background applications are you running in the background?
What monitor and monitor settings do you have?
What are you component loads and temperatures under load?
  1. Realtek HD Audio Manager, Steelseries Engine, Plantronics 780 Gamescom, Radeon Settings and the MSI Afterburner for monitoring.
  2. Samsung 22 Inch LED 2ms response time, 60 Hz
  3. CPU in-game around 60C
HDD 30C
GPU 60-70C (my case is kind of small, waiting for a new one to be ordered. The max i got on Furmark was 78C with a closed case, but in-game it's around 60-65 i think mostly)
 
I havent' played R6S much, but GTA will bog down just about any system if you max out graphics. There are certain setting you have to turn down or leave off. Just use FXAA and turn advanced graphics off.
Yeah, I've lowered some things, the FPS is up, there is just a whine coil a bit loud under load
