Certainly a significant part of the delay is Norton 2004! It puts hooks
into everything on start-up as well as wanting to scan any file that you are
opening from a program. I use for example Excel. Down at the lower left
hand portion of Excel's window it will put a blurb up about scaning the file
if I choose a *.XLS file or any that is directly opened through Excel.

Sometimes the Norton icon in the task bar will pop up a message that file
XYZ is waiting for a scan (or words to that effect). I just put up with it
but there may be settings to stop the scan on open portion of NAV 2004,
haven't looked.

FWIW,

If you disable Norton and the problems go away then its likely to be a
Norton problem.
Which will probably be resolved by a Norton update
