What are the drawbacks to using this PS in an A64 build? I know I will need the 20-24 pin converter, but what's the scivy on EPS power supplies?

Sparkle Power and Fortron Source are the same parts under different brand names. Both carry the following 20-pin power supplies:

FSP400-(xxx)
FSP530-(xxx)

Both carry the following 24-pin power supplies:

FSP460-(xxx)
FSP550-(xxx)

If you REALLY need a 20-pin power supply...the 530 is similarly priced to the 460.

No, I don't need a 20 pin, but I know someone who doesn't want to jack with one either. I can buy it cheap if it will work OK in an ATX set-up. He just plain ordered the wrong power supply.

Ah, well then, you'll be ahead of the game when newer boards require 24-pin power. After all, what Intel does with power supplies AMD usually follows for the same reasons: Rizing power requirements of CPU's.
