[SOLVED] Speed drops to 0 B/s with every browser

I can' t download anything from browsers, everytime the download starts and after few second the speed drops to 0 and it says "Download Failed- Network Error". i'm on Ethernet and i've already updated the drivers.
I can download the same files with other devices.
Does anyone know how to fix this?

Yes, i've no issues with other devices.
I can download games from steam with no problems, but i can't download anything from internet

malware scan your system? run it incognito mode or turn off all extension?

Scanned with malwarebytes and 0 malware.
I tried incognito mode and remove all the extensions ,it doesn't work
I've uninstalled the antivirus
I don't know what else to do

i can download files from internet only with a VPN but the speed is very low
