speedstep not found

Hi,
I've been looking around the forums for awhile now and I couldn't resist building a new PC. I just got it running and I noticed that my BIOS doesn't register SpeedStep. I have a Q6600 so I should have it right?

Here's my specs:
Q6600
Gigabyte EP35 DS3L motherboard
Sapphire HD4850
2x2 GB DDR2800 Corsair XM2 ram
Raidmax hybrid 2 530W power supply (yes i know it sucks, I had it lying around so I'm using it for now)
Arctic Freezer 7 Pro w/ arctic silver 5


BTW, I'm planning to overclock (my first time) so any tips would be great.

(I went through the overclocking guide and still kind of confused, should I install my OS first?)

EDIT: BTW, my multiplier is default at 8x, is this normal? I know its normally is at 9x underload.
 
Q6600 is x9 normally, and x6 when stepped

As far as overclocking goes, 3.0 GHz is easily achieved, just make sure you can keep it nice and cool.
