Steam wallet code question

Hi guys!Im from India.I want to buy games from steam,but unfortunately i dont have a credit card so i thought of buying a steam wallet card using my debit card from gamersgift.The question is If i buy a 15$ steam wallet code then,i will be able to buy a game that costs 900+ rupees?(1 dollar=66 rupees) or do i have to change region and buy the game in dollars?

I'm pretty sure that Steam will automatically take care of things like that. In payment options or some steam option like that, there should be something explaining how currency is handled.
