Touch is fine for handheld devices but imagine having to work hours at a time by waving your arms around. It would be like painting your house every day. Why do many fighters drop their guard after a few rounds? Because it's hard to hold your arms up for a long time, no matter how much in shape you are.
The 'surface' concept is also limited in functionality because then you're looking at your screen at an angle.
Touch is nice to have, and it's more intuitive, but when it comes to work, I prefer to have something as precise as a mouse that doesn't tire my arms and doesn't require much movement.
As for Steve Ballmer, he's an idiot with delusions of being Steve Jobs. He's probably got the annoying and megalomaniacal aspects down, but he's been making mostly bad calls since he took over. His predictions about the iPhone and iPad were dead wrong and now he's got a touch fetish that's going to ruin desktop Windows.
