Stock CPU Fan Over 5000 RPM?

Hello I bought a second hand pc quite a while ago with an AMD Sempron 140 cpu and a stock cooler, looking like this:

That cooler is just awfully loud, because is running very high rpm(it was like that when I got the PC).
Is it normal for 36C at the CPU, the fan to run over 5000 RPM??
I'm wondering if it's the fan itself or something wrong with BIOS(mobo is ASUS M4a88td-M), i have reset settings in bios.
I don't have PC case, mobo is exposed to fresh air as well.
No, the cooler is not dusty/filled with dust.
I am not overclocking, will probably consider underclock(if its safe, bc im mining)

Try to re-paste the chip, If that don't works the cooler fan is going bad

It's normal if the CPU is connected to the wrong, or a 3 pin header that has no voltage speed control and runs at full speed regardless of temperature.

Check to see if the CPU fan is connected to the CPU_FAN header or the CHA_FAN header. It's possible that somebody put a different fan ON that CPU cooler, and that it is either not a four pin fan like the original or that they connected the four pin fan to the three pin header by mistake.

It's also possible that the fan controls in that motherboard have simply failed, and have fail safed to full speed operation or that the motherboard thermal sensor is weirding out on the reporting circuit to the fan controls. The package thermal sensor to the bios readings and the core thermal sensor to the fan controller may not be the same. I am not entirely sure on that model.

If thermal paste were the problem it should not be reporting 36 degrees, which is actually fine, if accurate and at idle.

The Fan have 4-pin cable, and is connected to CPU_FAN.
The fan is not running at full speed all the time, when i newly-start the PC (CPU is at ~24C), the fan goes around 3200 RPM, around 32-33C is at ~4000, but still way too loud even at 3200rpm.
Will a "tower" air cooler with a 120mm fan make less noise?

Yes, it certainly will. You can even get a low profile aftermarket CPU cooler that will be MUCH quieter than that one.

What country are you in and what can you budget for a replacement unit?
