Question Strange monitor display when going to BIOS and Windows Advanced Options ?

So i just built a pc for a friend and everything worked perfectly on my end, he took it home and needed to get into bios so i told him how and when ever he tried to go to bios or windows advanced options his monitors display a bunch of white lines with a bunch of duplicates and very very tiny writing. It looks like this. The motherboard is b650 aorus elite ax rev 1.2 and like i said it worked perfectly on my end, bios and everything. We tried some basic things like using 2 different monitor's and using a hdmi and a display port cable also. Apparently it does something similar on the splash screen, image below. What GPU are you using?

have you tried running off the igpu inside CPU? I can tell its a 7000 series CPU so its an option. Just to see if it makes any difference.

What bios version are you on?

You can tell in windows by looking on the system info app
it shows next to Bios version/Date header, under CPU

that motherboard has Q Flash + so you could flash bios even without being able to see it

its odd it happens in 2 places.

What are specs of the PC?

That's sync problem, more precisely with default GPU to monitor .frequency. Try another cable or connection between them. Also in UEFI/BIOS set default graphics to PCIe. Check monitor internal controller input to auto.

so the same thing happens with 2 different monitors each one tried with a HDMI cable and one with display port, they both don't have dp, idk if this could be a thing but I noticed when setting up his refresh rates for the monitors in windows they both have kind of different refresh rates from normal they are like 165 and something like 70 or 90 i dont remember the second one rn but is there a chance that has something to do with it?
Also we can't get into bios this problem happens when trying to get to bios the normal on boot with del way, and when going from desktop with shift+clikc on restart and trying to go through the advanced windows options.

Yes, monitors ca have different vertical refresh rates, Normally 60-75Hz but some, usually used for gaming, 120, 144 and even 250MHz. In windows, OS senses that (monitor sends signal) and adjusts GPU frequency to match it. BIOS may not so you get scrambled picture.

Assuming it worked before being moved, I would suspect some connection got disturbed when moving it.
