Question Stuck on loading operating system

Hello!
The problem is on wednesday, when I was turning my pc off an installation started. After like 2 to 3 hours, my pc got stuck with a text "loading operating system...". Its almost been two days if someone can help. Moreover, if someone could tell me step by step as I am not good with computers.

First off—is your computer still on, and showing that "Loading operating system..." text?

What's your operating system? Is it Windows 10?

I just turned it off but when i turn it on,
it shows the same text and it is windows 7.

Could you try doing the steps below? (taken from https://support.eset.com/kb2268/?locale=en_US&viewlocale=en_US)

1. Immediately after the computer is powered on or restarted (usually after you hear your computer beep), tap the F8 key in 1 second intervals.
   
2. After your computer displays hardware information and runs a memory test, the Advanced Boot Optionsmenu will appear.
   
3. Use the arrow keys to select Safe Mode or Safe Mode with Networking and press ENTER.

If it successfully loads Windows, try to restart normally and see if it loads. Keep me updated!

Well thats the problem I have seen and faced in other treads and they say press f8 but unfortunately it doesnt work.
