[SOLVED] Stutter issues on most games and some programs running slow

Hey

So basically, a couple of weeks ago I was gaming and having a great time until my PC was crashed on the spot by the game I was playing (LEGO Harry Potter yrs1-4) which resulted in my performance being off slightly in most games. I ended up resetting my system to try and fix the issue but then things just got worse. All of a sudden apps like Discord, Steam and Microsoft Edge (i don't use it but it was never this bad) are running very choppy and most games have significant stutter issues that weren't present before and now I'm not able to game without stopping every 5 mins to fix the gameplay in games like Chernobylite, Crusader Kings 3, Escape from Tarkov, Black Ops 2 and even Stardew Valley.

Things I have tried:

Manually set DRAM voltage
XMP on
Wipe all GPU drivers with DDU
Reinstall older Geforce drivers
Reinstall windows
Completely wiped my SSD partitions and reinstalled windows
Bought extra SSD just for windows
Installed monitor specific drivers
Installed mobo drivers
Change setting via nvidia inspector
Tried G-sync, v-sync (and nvidia reflex on tarkov)

Nothing is working and I'm really hoping my build isn't faulty.

Can anyone point me in the right direction?

Solution
You should download and install LatencyMon which will show you what exactly is causing stutter on the software / driver side of things. If there is no high MS stutters from the software then I assume the GPU has a problem. It seems from your prior posts that the GPU is stuck at a low core clock which is also indicative of a GPU problem.

Perhaps after the crash your power settings were changed in windows. What is it set to? What is your memory running at? Do you have any idea why the computer shut down, and has it shut down since?
My PC crashed because of the game I was playing. I'm assuming due to the age of the engine something conflicted and caused my system to shutdown and restart immediately. Power settings set to high performance. Running 16gb of DDR4 ram at 3200mhz (1.350v or auto both run the same)

Try hwmonitor, HWMONITOR | Softwares | CPUID see what your cpu, gpu voltages are doing. Ensure your cpu is running up to speed. Try going to settings, gaming, disable game bar and enable game mode. Then go to display, at the bottom of page you will see graphics settings, enable hardware accelerated graphics and variable refresh rate. See if any of this ehlps.
Hey Fix, sorry for the late reply, I have tried HWMonitor whilst idle and in game and will post the results here maybe you can make more sense of it. The only thing that stands out to me after researching is 1 Power limit but I don't know what it is specifically.

I always have Game DVR and Game mode disabled as they come with microstutters. I have tried hardware accelerated scheduling but it makes no difference. The variable refresh rate is not an available option in the settings for me.

My first post and you guys are light years ahead of me but I read your post with interest as I have had a similar stutter issue with my cursor movement and recently I'm getting some sort of page up on typing. Grr.

Scot, you've looked at a few things already and the clues seem to be slowing down. I see you have a Samsung SSD. I have a Samsung SSD 850 EVO 500GB with an i5 5300U and 12Gb ram into an onboard HD Graphics 5500 GPU. I'm running a Logitech G604 mouse which I wondered if it doesn't load up properly and I've also recently started using an old cordless Logitech keyboard which has a dedicated USB receiver. I'm running Win10/64. So I don't know if these are some clues or some red-herrings for you... I came here looking for info on apps in Win10, so well and truely side-tracked.

I'm using a Logitech G203 but don't have stuttering with my cursor movement or up-scrolling problems. It's mainly within games and some applications that I am noticing choppy performances.

Have you tried any of the things in my initial post? Are you using a Laptop? If so, it could be that the mouse is interfering with your on-board touchpad. Try updating drivers or disabling the touch-pad completely.

So when you play your games open task manager and look at the processes that are open. Is there anything there that is taking up resources?
I’ll check and let you know, but I usually keep an eye on that and it shouldn’t be the culprit of my issues. Yes my RAM is running at 3200mhz , displayed with that speed on Task Manager and on my BIOS
