I have stuttering problems with my PC. I thought it was because of my previous monitor, so I've changed it to Samsung Odyssey G5 (1440p, 165Hz, G-Sync Compatible).
But the issue still remains.
Games with major problems:
CS:GO - stuttering (frame drops and var rise), I have 250-300+ fps, but frametime is spiky, sometimes it's unplayable.
Fortnite - totally unplayable, I'm not able to get more than 50-60 fps even on the lowest resolution scaling and settings. Changing to highest settings don't help. Stuttering is terrible.
BFV - same situation as Fortnite.
Games with minor problems:
Valorant/Paladins/Phasmophobia - playable, but stuttering every 20-30 seconds.
Games without problems:
Monster Hunter Rise/Rocket League - these games are working fine without any problems.
I tried a lot of benchmarks, and my score was always in a high percentile.
My friend's PC have the same problems with games like CS:GO or Fortnite.

- Corsair Vengeance 16 GB DDR4 3000MHz CL15 (2x8) (in dual-channel and XMP ON)
- RTX 2070 Super Ventus OC
- Samsung 970 Evo 500 GB (system) + Adata SU650 512 GB
- PSU Be quiet! Straight Power 11 650W Plus Gold
- Asus TUF Z390M Pro gaming (motherboard)
- default BIOS settings
- Disabling Game Bar
- Disabling Overlays
- system restore
- a lot of Youtube videos about PC optimization (power plan, autostart, debloating etc.)
- Turning off/on G-Sync
- changing settings in Nvidia Control Panel
- older GPU drivers (I have the latest)
- tested temperatures (they're fine)
- tested usage (CPU never hits even a 50%)
- I tried my friend's RAM
- Changed CPU from i5-9600K to i9-9900K (both had these problems)
- Videos with "magic" fixes like registry changing and ram cache cleaning schedule
- In game V-Sync settings and capping frames in value lower by 4 fps
- Running latencymon (values of latency were low)
