Question Stutters with an I7 7700k and a gtx 1070-help appreciated

I've had this pc now for awhile and have never really had a smooth experience with. i get stutters in majority of games alot of those games i should run perfectly fine. i clean the computer regularly and swap the thermal paste regularly too. I've also reinstalled windows 10 a few times and uninstalled and reinstalled drivers and the problem persists. i think it is a hardware issue.
temperatures and usage seem normal too
i recently even swapped my old 7700k for a new one and the ram too.
my specs
GPU: Gtx 1070 strix
CPU: I7 7700k
CPU FAN: Noctua NH-U14s
MOBO: Msi Z270 gaming pro carbon
RAM: Corsair Vengeance lpx 3200 ddr4 2x8
PSU: Corsair vs500 watt
SSD: Samsung 850 evo 500gb
MONITOR: Acer predator XB241 Gsync
OS: Windows 10 pro

Can you explain or record the kind of stutters? With your specs + gsync there should be next to no stutters. Not every game is perfect though so there should be some tolerance for some slight hiccups now and then.

Have you installed chipset drivers for your motherboard?

Do you use Geforce Experience to optimise games?

Which games?

Have you disabled gamebar?

in games like csgo ill shoot a gun and it'll go from 144 to 135. this happens regardless of gsync. Also in other games just moving around ill drop frames.
i have the drivers installed
gamebar is also disabled

Those frame drops are minor and also bare inmind if playing custom cs maps there's more details in those compared to official comp maps so don't expect perfection even if you had a 2080ti.

Btw, if gsync was really turned on you shouldn't see stutters. Think youre just seeing numbers.

Yeah think i saw it. Just before firing the pistol staffing to the left i saw some jitter.

Its a hard one to solve. Either its a setting in cs you can change or it's video drivers.

Look toward cs tweak settings and exec it or reinstall video drivers trying a different version.
