[SOLVED] Sudden CPU and GPU Max-out under easy load

For the last week my CPU and GPU have both been spiking up to 98-100% simultaneously when launching/running games. I have had this pc setup for about 5 months, and the regular usage usually rests around 30% CPU and 50% GPU while running consistent graphics settings (which I have not changed). No spiking issues ever during normal use, browsing etc.
It first happened suddenly while starting up MHW through Steam, when I noticed the startup screen sticking and moving slowly. I checked my metrics and saw everything spiked to max, closed the game, shut down the pc, and shut off the power supply. I updated windows three days before this happened but hadn't seen any effects on performance.

-I checked all cable connections
-I uninstalled and re-installed the AMD graphics driver (knowing the AMD drivers [for 5700 at least] are lousy)
-I re-installed LAN, Chipset, and Audio drivers

Gpu: AMD RX 5700 Sapphire
Temps: 58-62c

Cpu: Ryzen 5- 2600, 3400Mhz
Temps: 58-62c

Mobo : b450 Aorus pro wifi

Ram: 2x Corsair vengeance 16gb 2400Mhz, 2x Corsair vengeance pro 3200Mhz

check cpu/gpu temp?
mxing ram? what speed is the system running them?
malware scan the system?

Temps in game don't exceed 62c
Only use 7gb of RAM in game, out of 32gb total
System runs at 3.4Ghz
I do not use the computer for anything but gaming and youtube exclusively, so all it has is windows defender/security which I know isn't terribly robust. But checks out clean on there for what it's worth
 
Well, Im kinda guessing here (on posible issue) with the little information we have, and with no chance of seen the PC in first person.

In fact now that I think about it, I would try with both pairs at the time, just in case one of the sticks have issues.

If you try two and stil having issues, remove them and install the ones you left behind in the first place.

Is a way to eliminate parts as a problem (but please, try them for at least 30 mins, to see if the problem is gone, don't do the 5 min test like many do).

Other than that, what rgd1101 wrote about malware is another cause of what you described.
